When you scrap, do you start with the photo(s), the sketch/design, the papers or something else?

I start most of my layouts by choosing the photos first, although once in a while I choose the papers and then look for photos to go along with them.

I usually start with the pictures, but sometimes I start with the paper or a sketch.

I usually start with the photo but sometimes I have a paper I want to use so I will find pics to match it.
